This study examines adaptive leadership in the governance of investment improvement in Central Mamuju Regency, West Sulawesi, Indonesia. Regional investment is an important instrument for accelerating economic growth, expanding employment opportunities, and improving public welfare; however, its effectiveness depends on the ability of governments to respond to changing institutional, economic, and business environments. Using an exploratory qualitative approach, this study explores how regional leaders demonstrate adaptive leadership in investment governance. Data were collected through in-depth interviews, observation, and documentation involving government officials and business actors, including representatives of DPMPTSP, Bapperida, the Regional Secretariat, and local business sectors. The data were analyzed using an interactive model consisting of data condensation, data display, and conclusion drawing. The findings show that adaptive leadership has begun to emerge through policy flexibility, concern for business and community needs, investment communication, service innovation, policy adaptation, cross-sector coordination, long-term investment orientation, and resilience in maintaining services despite regional limitations. Nevertheless, the implementation of adaptive leadership remains suboptimal. Investment governance is still constrained by bureaucratic rigidity, weak coordination among regional apparatus organizations, limited transparency of investment information, slow service response, insufficient digital innovation, administrative collaboration, and limited institutional capacity. The study highlights a gap between leadership commitment at the policy level and stakeholder experience at the service implementation level. Therefore, strengthening investment governance in Central Mamuju requires institutional reform, simplified procedures, coordination, transparent investment information, digital service improvement, stronger stakeholder engagement, and consistent implementation of regional investment priorities to create more responsive, collaborative, innovative, and sustainable investment governance.
